Field Act (1933) & Garrison Act (1939)

California laws that require public school buildings to withstand strong earthquakes, was legislated in the wake of the Long Beach earthquake (M6.3) that hit the Southern California region in April, 1933, in which 70 schools were destroyed and another 120 were severely damaged. Fortunately, the earthquake occurred a few hours after school-hour so lost of school children lives was minimum.

Sichuan should learn the lesson from its recent M8.0 quake, where hundreds of students were buried under collapsed school buildings.

It turns dark as the quake hits

  46岁的李文仙说她当时正在一楼给初一(1)班的孩子们上音乐课,地面猛地晃动了一下,天全变暗了,她大叫一声:“快跟着老师出来!”转瞬间整栋楼塌了下来,27个孩子也奇迹般地跑了出来。

3岁的梁本贵和27岁的何蓉夫妇俩,在映秀镇上经营着“大足铁器店”。房屋开始剧烈摇晃时,何蓉刚好在家门口聊天,十来秒的地动山摇,她被掀在了地上。灰尘瞬间遮蔽了一切,她告诉我们,“什么也看不见,人被呛得呼吸不得,天全黑了”。大约过了2分钟,逐渐散去的粉尘中露出了街道的面貌,何蓉说,一块大脸盆似的石块落在了她身后不到30厘米的地方。

30出头的梁家建(化名)在映秀镇建玻厂上班,距离映秀镇最繁华的街道映秀街仅1公里。梁家建告诉我们,他当时正和妻子在屋里看电视,突然听到地动山摇的巨响,赶紧往外跑,“人一下子被甩起来,摔到了地上”。剧烈的晃动,伴随着两边山上巨石落下的声响,路基也在垮,“天崩地裂”。接下来的一两分钟,天突然黑了,到处是厚厚的灰尘,刺得人睁不开眼。跑出来的人聚到了平坝上,“抱在一起,吓得哭啊”。

他解释这只是形容,开始摇的时候,他还看见正在地面的工头仰头朝他喊,喊什么一点听不见,随后是漫天灰尘,整个县城的天空被扬起的尘土变黑了。
